Request for Presentation at Council Meeting

 

Presentation requirements are provided for by the Municipal Procedural By-law and completion of this form facilitates administration of presentation requests. Once the completed application is submitted to the Clerk, you will be contacted by staff to confirm your placement on the appropriate agenda. Incomplete applications will be returned. Please note that all meetings are open to the public except where permitted to be closed to the public under legislated authority.

This form and all supporting material must be submitted no later than 12:00PM seven (7) days prior to the requested meeting date.

Presentation Rules and Regulation

  • Presentations at Council meeting shall be limites to a maximum of ten (10) minutes. Upon prior approval by the Chair, the Presentation may extend beyond ten (10) minutes. 
  • If a presentation extends beyond the maximum time limit during a meeting, without prior approval of the Chair, then the Chair will issue a warning to the presenter. It is the Chair's discretion as to whether they are allowed to continue past the maximum time limit. 
  • Presentations by an outside organization or individual shall not be permitted for the sole purpose of generating publicity or promotion. 
  • Outside organizations or indiiduals wishing to make a presentation shall complete the required forms and shall provide the Clerk with written materials, pesentation materials, etc. for inclusion on the agenda by the deadline outlined by the Clerk, being no later than 12:00 noon on the Wednesday preceding the Council meeting. 
  • Generally, no more than one (1) presentation shall be permitted at any evening meeting, and no more than two (2) presentations shall be permitted at any daytime meeting. 
  • The Clerk may limit the frequency and/or number of times a group or individual may appear before Council. 
  • The following types of presentations shall provide information only and shall be heard at the beginning of a Council meeting: 
    • presentations by groups or individuals on subjects that are within the jurisdiction or influence of local government, as determined by the Clerk and the Chair; 
    • presentations by outside organizations providing information wih no accompanying report or recommendations; and 
    • presentations recognizing achievements. 
  • Presenters requesting specific financial assistance or services in-kind from the Council shall be directed to the appropriate department for review. A decision will not be made at the meeting where the presentation is heard. 
  • Presenters requesting specific action from the Municipality related to an operational issue shall be directed to the appropraite department for review. A decision will not be made at the meeting where the presentation is heard.
