Request for Delegation at a Council Meeting

 

Delgation requirements are provided for by the Municipal Procedural By-law and completion of this form facilitates administration of delegation requests. Once the completed application is submitted to the Clerk, you will be contacted by staff to confirm your placement on the appropriate agenda. Incomplete applications will be returned. Please note that all meetings are open to the public except where permitted to be closed to the public under legislated authority.

This form and all supporting material must be submitted no later than 12:00PM on the Monday prior to the scheduled meeting date.

Delegation Rules and Regulation

  • An individual may make a delegation at at Meeting of Council related to an item of business on the agenda. 
  • An individual who is under eighteen (18) years of age must provide th Clerk written permissions from the individual's parent or guardian. 
  • Individuals who register as a delegation will have their name and the purpose of their delegation published on an agenda. 
  • Anyone wishing to appear before Council shall register as a delegation by submittin the precribed form and all accompanying materials to the Clerk no later than 12:00PM on the Monday prior to the scheduled meeting date. 
  • Delegations are limited to ten (10) minutes. Council may extend the time limit by a majority vote of the members present by way of a motion to be decided without debate. 
  • No delegation shall be made to Council on matters relating to litigation or potential litigation, including those matters which are before and under the jurisdiction of any court of administrative tribunal or court. 
  • No delegation shall speak on a matter that is not within the jurisdiction of Council. The Chair, in consulation with the Clerk, will determine if a matter is within the jurisdiction of Council. 
  • Delegations shall not be permitted to appear before Council for the sole purpose of generating publicity for an event. 
  • People making delegations shall refrain from making statement or comments that are, in the opinion of the Chair, frivolous of vexatious in nature. 
  • People making delegations who share the same position on a matter or are from the same organization are encourage to speak in one delegation. 
  • A delegation shall only register themselves to speak and may not register other delegations. 
  • A person may only make one (1) request for delegation per meeting, subject to the discrection of the Clerk. 
  • Members of Council are permitted to ask individuals making a delegation questions only for clarification and to obtain additional relevant information. 
  • The Chair shall have discretion to further provide limitations on delegations including the amount of delegations per meeting, in consultation with the Clerk.
